AVIATION MINDS – AIRPORTS was commissioned to support Aramco Gulf Operations Company (AGOC) in developing strategic, operational, and financial planning for Al-Khafji Regional Airport. AVIATION MINDS – AIRPORTS was subcontracted to provide aviation consultancy services for the development of tender documents for various operational and infrastructure projects at KIA. This includes Terminal 2, Terminal 4, ANS, Ground Handling, Cargo City, and other key facilities. The project scope encompasses airport management services for the implementation of Terminal 2, the development of project strategies and ORAT integration, as well as support in updating the KIA Master Plan and reviewing critical documents such as the Aerodrome Manual, Emergency Plan, and SMS to ensure aviation excellence.

The scope included evaluating the condition of existing airfield systems, equipment, and navigation aids (NAV AIDs), as well as developing maintenance processes and procedural frameworks to enhance airport management, operational reliability, and efficiency, ensuring aviation excellence.

This study developed an updated national aviation strategy to support passenger and cargo growth while strengthening aviation safety and security. It evaluated the outcomes of the sector’s liberalization process, reviewed the organizational framework of the civil aviation authority under Law 481 (2002), and produced traffic forecasts to guide future planning, expansion, and investment decisions, all while emphasizing the importance of airport management and the role of aviation consultancy in achieving aviation excellence.

The Feasibility Study aimed to assess the potential development of Rene Mouawad Airport and its surrounding trade zone, with a focus on effective airport management. This aviation consultancy included a review of the region’s socioeconomic and environmental characteristics, evaluation of operational constraints, and analysis of projected aviation activity. It also identified potential market opportunities, outlined general airport requirements, and performed a preliminary financial and cost–benefit analysis to determine the project’s overall viability in the pursuit of aviation excellence.

Drafting the National Civil Aviation Strategy and Civil Aviation Law is crucial for enhancing airport management. Restructuring the Civil Aviation Authority into an autonomous regulatory body supports our commitment to aviation excellence. We are also focused on developing the airport business plan and updating the national airport master plan. This includes preparing tender documents and overseeing the procurement of state-of-the-art airport security systems through our aviation consultancy services. Additionally, establishing the State Safety Program (SSP) and implementing the Safety Management System (SMS) are key components of our strategy. Finally, we are restructuring Trans Mediterranean Airways (TMA) and developing its business plan to ensure the highest standards in aviation operations.
